Importing laptops into Kenya: the documents you need

The paperwork that clears a shipment at Mombasa — and the one certificate that has to be arranged before the goods leave Dubai.

Kenya stops more first shipments at the port for paperwork than for anything else. The rules are not complicated, but several of them must be dealt with before the goods leave Dubai — and a certificate that cannot be obtained retroactively is how a container ends up sitting at Mombasa accruing storage.

What the supplier issues in Dubai

DocumentWhat it does
Commercial invoiceGoods, quantities, unit values, total. Kenya Revenue Authority assess duty and VAT from it.
Packing listCarton-by-carton contents, weights, dimensions — used to verify the shipment physically.
Certificate of originWhere the goods were manufactured. Attested through the chamber of commerce.
Bill of lading (sea) or air waybillThe transport contract and title document. You generally cannot collect without it.
Serial number listNot a customs requirement, but it is what proves the units are the ones invoiced and supports warranty claims later.

What you arrange in Kenya

1. Import Declaration Form (IDF)

Lodged through KRA's iTax/iCMS system before the goods arrive. Your clearing agent normally files it. The IDF number is referenced on the rest of the paperwork, so get it early rather than after loading.

2. Certificate of Conformity under PVoC

Kenya operates a Pre-Export Verification of Conformity programme. For most electronics, an appointed inspection body must issue a Certificate of Conformity in the country of export — that is, in the UAE, before shipment. KEBS requires it at clearance.

This is the one that catches people. If the goods have already sailed without a CoC, your options narrow to a destination inspection at extra cost, penalties, or in some cases re-export. Decide on PVoC before you pay the supplier, not after.

3. KRA PIN and import entry

You import against a registered KRA PIN. A licensed clearing agent files the customs entry and computes duty, VAT and the various levies on the landed value.

What it costs, roughly

Budget for import duty, VAT, the Import Declaration Fee and the Railway Development Levy on the customs value, plus port and agent charges. Rates and levies change with each Finance Act, so ask your clearing agent for current figures and put them into your landed cost before you commit — not after the goods arrive.

Air or sea from Dubai

Air freight into Jomo Kenyatta is measured in days and suits a first order or an urgent top-up. Sea freight to Mombasa takes weeks but costs far less per unit at pallet and container volumes, with inland transport to Nairobi on top. Many buyers test a supplier with a small air shipment, then move to sea once the relationship is proven.

A sensible sequence

  1. Agree models, quantities and price with the supplier
  2. Appoint a licensed clearing agent in Kenya and confirm current PVoC requirements with them
  3. Arrange the Certificate of Conformity in the UAE, before shipment
  4. File the IDF
  5. Pay the supplier; they prepare invoice, packing list, certificate of origin and export declaration
  6. Goods ship; documents go to you and your agent
  7. Clear on arrival, pay duty and taxes, collect

Why tenders need extra care

Corporate and county tenders in Kenya often specify exact configurations and require documentation matching the specification line by line. If you are bidding, get the supplier's written confirmation of model numbers and specs before you submit — substituting a near-equivalent after award is where margins disappear.

Requirements change. Treat this as orientation, and confirm current rules with a licensed clearing agent in Kenya before shipping.
