Export documents from Dubai
What the supplier issues, what your country requires on top, and the paperwork mistake that strands most first shipments at the port.
Electronics leaving Dubai travel on a small, predictable set of documents. Knowing what they are — and which ones your own country adds on top — is what separates a shipment that clears in days from one that sits at the port accruing storage charges.
Documents the supplier issues in Dubai
| Document | What it does |
|---|---|
| Commercial invoice | States the goods, quantities, unit values and total. Customs assess duty from it. |
| Packing list | Carton-by-carton contents, weights and dimensions. Used to verify the shipment physically. |
| Certificate of origin | States where the goods were manufactured. Often needed for duty treatment, typically attested through the chamber of commerce. |
| Bill of lading (sea) or air waybill (air) | The transport contract and title document. You generally cannot collect the goods without it. |
| Customs export declaration | Filed in Dubai for the goods to leave the country legally. |
Shipments leaving a free zone such as Jebel Ali also move under free-zone customs procedures, handled by the supplier or their clearing agent.
Documents your own country will require
This is where most delays happen, and the rules differ by market and change over time. Common additions:
- Import declaration — filed before arrival in most countries, sometimes before the goods even ship.
- Pre-shipment conformity certificate — several African markets operate verification-of-conformity programmes requiring certification before shipment. Nigeria's SONCAP and Kenya's PVoC scheme are the best known. Obtaining one after the goods have sailed is expensive or impossible.
- Tax identification and import licence — most customs authorities require a registered importer.
- Proof of payment — banks and customs may require evidence matching the invoice value.
Confirm current requirements with a licensed clearing agent in your own country before the goods ship. Conformity schemes and declaration rules are updated regularly, and a certificate that cannot be obtained retroactively is the most common reason a shipment gets stuck.
Serial numbers and warranty
For laptops specifically, keep the serial number list that accompanies the shipment. It is what proves the units are the ones invoiced, supports warranty claims with the manufacturer, and protects you if a customer later disputes a unit's origin.
Typical sequence
- Quote agreed and order confirmed
- Buyer arranges any pre-shipment certification required by their country
- Payment made to the supplier's corporate account
- Supplier prepares invoice, packing list, certificate of origin and customs declaration
- Goods are booked with the carrier; bill of lading or air waybill issued
- Documents are sent to the buyer and their clearing agent
- Goods clear on arrival; duty and VAT paid locally
